Many mountainous zones in otherwise tropical-weathered countries have permanent spring/autumn weather.

The Pacific Northwest is like this a lot in the summer. I'm from Texas and have never spent time there in the fall or winter, but I don't think it's that terrible.

Tucson, AZ is most of the year, but not so much in Summer.
