Other than this (also works for levers), these types of pens usually didn't fill completely. The ink sack was also much smaller than our contemporary converters (and bigger systems like pistons). People just used to fill them more often and would not care that much to get it as full as physically possible. Ink wells used to be more abundant as well in many places. If their pen is vintage inspired, it may just be part of the charm. For example, those old Waterman pens have a small capacity but gush ink like there is no tomorrow. You'd better have a bottle of ink close by.

- This episode is also longer than 24 minutes. I thought that was just for the first episode. If it consistently runs for about 27 minutes, that would be pretty rare.
- It seems that this anime is going to be more continuous with some plot elements than Nichijou. With that I mean that even if there won't be some kind of grand plot, the episodes do seem to build upon each other in a linear fashion instead of being mostly moments that are separate from eachother.
I'm sorry to say but it is indeed a pinafore dress. A pinafore dress is just a dress you wear over shirts or blouses. They are very prominent in slice of life anime but in real life, not so much (at least where I live). The Japanese took this from western culture just like the sailor seifuku and held on to them, but in the west itself these types of things are considered to be a bit old school, out of style. This might make them hard to find in shops.
If you can't find a good one, maybe you can make one for yourself as a sewing project. I have seen people on youtube making them. I believe they are popular in the west with people who are into vintage styles.
Also according to Wikipedia it is called a "jumper" in American English so if you are in North America that term might yield better results for you.
As a man they are one of my favorite garments to see women in but the world around us has quite different tastes and sensibilities. It seems being either "hot" or "hip" is more of a focus in the west and wearing a shirt under a dress doesn't really fit that. I'm sure that in Asian countries you would have a lot more choice in dresses and skirts and other more classic choices for woman, just like a lot more men in Japan still wear suits to work whereas in the west this is very rare.

Tamako market and love story do seem to be a bit underrated and not much attention is given to it online. I finished Tamako market and love story not long ago. It's in the rotation now so once in a while I'll post some Tamako art.

- the "action scenes" like the wine cork scene are very much like Nichijou (like the Yukko/Mio sausage scene)
- the sections with small interludes betwixed, a la Nichijou. However the sections seem to smoothly connect to each other before going off into their own direction. This adds a lot of world building and making the location feel real and alive.
- It is interesting to see how this fleshing out of the location continues. Another anime that takes place in a relatively small town and in which that location is quite important to whole is Aria, which does that very successfully.
