The OS installs onto the drive, so yeah, it won't have anything without it.
Also no. The PS can only be interacted with by using a proper controller (official or third-party).

thought about maybe installing linux or something, but this thing has like 256 MB RAM, so not much point to it.
The OtherOS feature still requires using the firmware to get things running I think.
