Maybe later Bluray releases removed them? I have an early BD release that I just watched to confirm (that line's at the 5:31 mark), and that line is present.
As for why, Tina Fey is on record regretting some of the racially insensitive jokes they made (Jenna in blackface was a big one), so maybe that was on the list? I think I've read that the Amazon streams are also edited.

This episode wasn't mentioned, so I guess I don't know why that particular line would have been cut out.

On your Blu-ray, is this two-part episode actually two separate episodes? On mine (which is bundled as a "complete series" as opposed to being just "season 5"), the two parts are instead combined into one long episode. There is no "To be continued, dummies", "Previously, on 30 Rock", or the credits scene of some clips from previous episodes. Instead, the scene with Liz and Dennis arguing outside ends, then the scene with Liz, Kenneth, and Jack in the elevator begins. The OJ line is therefore around the 26:31 mark.
Both episodes had initially aired on the same day, so my guess is that they had later edited it as two distinct episodes for syndication/streaming, and that that is the cut that had ended up on earlier Blu-ray copies.
Another couple jokes that I know differ in some places, and I am curious about what they are on your copy:
On my copy, it is the former for each.
I don't have time this morning to watch, but I did pop in the S5 disc and 5x20 and 5x21 are separate episodes on mine. 5x21 starts out with "Previously on...." and a recap.
