Sounds like there's a giant detention center that they called an 'ICE black hole' where people are disappeared. Townspeople know it's bad but in small towns a job is a job.

Aye, it surprises most folks who move to the 'country' how many of the people out there are employed in the prison industry. I think where I was in a rural area (about 20 people per square mile) about 5-8% of the jobs in the entire county were because of the local prison.

Most people in the rural areas around prisons work on the local farms. Its hard, often dangerous work, and workers have to be on their toes. Those who are too stupid or lazy to do that work end up in working in the local prison, so they're recruiting from the dumbest, laziest local rejects.
