I have heard about Elninki's and Harvard's programs, can I join them now or is there a specific date?

If you're talking about the cs50 course Harvard offers online, you can join anytime you want. The course is spread over 11 weeks and you can submit the tests anytime before the end of the year if you want the certificates.
