From my experience, looking at other people configuration is not as useful as you think. It represents the other person's thinking process and very hard to take insights. It's much better for everyone to experiment on their own with packages they find interesting.
It depends; I often find it useful, so long as they’ve formatted/commented it well, or at least don’t mind questions.
Better yet, if they make it a literate configration with Org mode.
