- Publicly “naming and shaming” users often can be considered harassment.
- Report trolls, including downvote trolls, to mods/admins.
- votes.gregtech.eu / lemvotes.org doesn’t work for instances that defederate from it, which some have.
- Blocking a user doesn’t stop them from downvoting you.

- Had a feeling that something like that would be the answer. One area that Bluesky has the Fediverse beat is blocklists of users that are there for bad intentions. At least they're not interested in protecting abusive users there.

All blocking does is hide that person’s posts & comments from you.
I think that can easily be abused for harassing users. This is something I feel you should bring up to the admins of both your instances and theirs. That tool is super handy though for dealing with bad actors yourself though, thanks for sharing that. Stealth edit: fixed a typo
