I hadn’t heard of this game, I’ve been out of the loop for the past few years. Is Arcs asymmetrical, or are the players the same without the leader and lore?

This isn't accurate. It's only asymmetrical with Leaders and Lore. The base game is NOT asymmetrical like Root.

The base game contains leaders and lore cards, and is thus asymmetrical if you play it as intended. The expansion adds in additional L&L cards, but is not necessary to play asymmetrically.

Great, thank you! If the base is symmetrical, I could probably have an easier time convincing others to play it, as it would be a lot easier to teach!

It has an asymmetrical module, Leaders & Lore, that is optional. The rules recommend to leave it out unless playing with an experienced group.
