I'm really against a government agency telling a business how to handle their personnel.
But this is one of those "Let them fight" moments.
Sucks for Intel but this is pretty funny. Nothing can to according to plan for Intel. Whatever the plan is now hasn't even had half a year to get going. Like sideshow bob in a field of rakes
