If I recall correctly, non-MP infantry grunts are not normally or routinely issued pistols. Pistols are just not an effective equipment issue in the kind of fights they expect to get into.

MODERATORS
Well they aren't normally expected to harass and gun down unarmed civilians but times change. Let's keep an open mind, I'm sure they'll find citizens who they can shoot with a pistol.
