The official FDA guidance says “adults 65 years of age and older and individuals 5 through 64 years who have at least one underlying condition that puts them at high risk for severe outcomes from COVID-19.” The CDC maintains a list of those conditions, and it’s a long one. They include:

BMI above 30

Mental health conditions

Physical inactivity

Heart conditions

Diabetes

Disabilities (including ADHD, autism, learning disabilities, cognitive impairment, and “limitations with self-care or activities of daily living”)

Asthma

Cancer

Pregnancy and recent pregnancy

Current and former smokers

Neurologic conditions

Chronic kidney, liver or lung disease

HIV

It’s possible you’ll be asked to attest that you have one of those conditions. Willis noted that “California pharmacies don’t ask for medical documentation or a doctor’s prescription for people who self-attest.”
