Is there a reason they can't subtract 10 seconds from the race time like they add 10 seconds at the end of the race

The Stewards have overturned Carlos Sainz' penalty from last race, following a team appeal.

Seems they can do that before the final classification but not after. Regardless, it wouldn't have mattered in this case as the next driver was 17s ahead. His penalty points do get rescinded though.
They got that wrong too if i'm reading the race classification right. He was 17 seconds off the leader. -10s would have put him 6th
I don't think so, he finished just behind Lawson during the race so I think 14th is correct. With the penalty, he would have finished 17th I think. He doesn't become 10 seconds faster than the actually drove during the race due to a rescinded penalty.
