Seriously, without any conspiracy bullshit - why do governments allow "super rich" to exist? Who benefits? Cui bono?

Did they really have to use median income as a reference point? Numbers for median wealth exist. In the US that would be about 108k per household, so it wouldn't look disignificantly different from the 68k (median income) they used, but it would avoid comparing apples and oranges.
