Acknowledging Israel blocked US aid to Palestinians would have triggered a ban on arms transfers to Israel.

If he didn't read it, that means he doesn't have to act on it.

It's the equivalent of closing your eyes, plugging your ears with your fingers and going "LA LA LA LA LA LA LA LA LA" when there's something obvious happening and want to claim ignorance.
