You are thinking of Paw Patrol. Penis patrol is tasked with measuring dongs so that average men can feel a little better. Wierdly, also animated k9s in uniform.

Oh I've heard of that one, they sell licensed lotion or something at my local pharmacy. I'm not really sure what it is though, I don't have children.
