Lead was phased out long before then. A steady decline in crime has been attributed to it's removal. Not just in the US but in other countries also

They might be thinking of nuclear bomb testing that went into the 90s. I wouldn't be surprised if that was associated with various health issues, too.

No I googled it, they're correct. Lead in gas was outlawed in the 90' but they started phasing it out starting in the 70's. I started driving in '84 and don't recall ever having a choice but my memory is fallible
