I'm not an expert, but unless this was a strictly internal thing I don't think it can be from 2001. There are rahkshi parts on it and they didn't come out until 2003.

Fill me in if it's mentioned on the reddit link I can't get to it in VPN.

It's tagged as SEC (Someone Else's Creation), and over on Reddit it's tagged as MOC.

So it's just someone's own interpretation of the 2001 Makuta.
