Page dimensions are not limited by the PDF format itself. However, Adobe Acrobat imposes a limit of 15 million in by 15 million in, or 225 trillion in2 (145,161 km2).

Nope. You would probably need several maps to cover them. Those outdated imperial measurements of "15 million inch" are about 380km. Probably three sheets high and two sheets wide.
