It's missing the Vietnam war the Korean war, cointelpro(in the USA) operation gladio in Italy (was not a massive death toll but prevented communists to be elected in Italy). And in Brazil there was another one under president Vargas that instituted the task force of communist hunting, that preceeds operation condor as well
if we used the rules of the "victims of communism" count we could include everyone who has died on the streets, through lack of healthcare, etc. as a direct result of not allowing the country to go red
that would be far more reasonable than the VoC standards, because those deaths actually were caused by capitalism
