Paul Walczak was required to withhold Social Security, Medicare, and federal income taxes from his employees’ paychecks and pay the dues to the IRS each quarter for the company’s portion of Social Security and Medicare Taxes.

Rather than obliging to the required payments, Paul Walczak used the funds to enrich himself.
