So why does the old Rani immediately start sucking up and toadying to the new one? I haven't seen any classic Who with the character yet, not sure if that's just expected behavior from her?

The implication is that in a bi-generation, the new incarnation is THE proper continuation of the Time Lord/Lady, while the "original" is somehow... not. Frankly we don't even know for sure yet that the "original" gets any further regenerations. So the Tennant Doctor might just be a glorified human now. Which I suppose makes two human Tennant Doctors at this point?
