Can someone explain?

Video shows a guy with black hair in orange hivis taking down a flag in a demolished area.

Photo is of a bald guy with a white beard wearing the same or similar hivis jacket.

Title says human shield but I don't get it?

They are forcing a Palastinian man to go out of cover to take down a flag. In case that flag was booby trapped or this was an ambush, the civilian would die. If he refuses, he gets shot (note the LMGs). This is textbook Human shield tactics
