Pixey.org is a Pixelfed instance, and Pixelfed is basically Fediverse Instagram.
So I assume using tons of hashtags is normal over there, but when content from there federates over it ends up looking wacky.

Feels like the old school way of social media. Sort of like 2015 Instagram.
Disliked that stuff then and now. Sort of feels like pollution. :/
