There are two passport renewal processing offices, once you mail your forms out. Regular renewal is in Texas, but if you do expedited (I think like $60 more or something like that) it goes to Philadelphia to be processed.
I’m not saying that if you’re trans you will never have success with the regular renewal, but I paid for express before Trump was sworn in just to be safe and it worked out for me.
I actually have to show up in person with a form for mine, because I lost my last one.

I’m a cis white male so I’ll be ok. Also it’s a blue state. But I I wish there were something I could do for the folks who are bound to keep having trouble.
