Alcohol causes aggression, unlike pretty much any other substance.
Remember "the Prohibition"? As in that thing that has an actual era named after it? People tried banning alcohol as well. But banning substances doesn't work, as evidenced by all of human history. That's why there was extremely high crime rates and gangsters ruled.
But since other substances don't make you as crazy, the people using them illegally aren't as noticeable as drunks.
Everyone knows how common weed and cocaine are. Yet they're still illegal, because they don't cause as many problems as alcohol does when it's banned.
