Rubber band in the middle is trying to contract, pulling the top of the table up, and the chains keep it level?

Not completely right. The middle can just be a piece of chain as well, but it needs to be under tension. Steve Mould explains it very well in this video: https://www.youtube.com/watch?v=0onncd0_0-o
