That's such a weirdly written article.

They bring up how summons increased tenfold from the first to the second quarter as if it's supposed to be some big shock. It went from winter to summer in NYC... People generally don't like biking when it's below freezing outside.

It's also mostly about delivery bikers. And some of them are famous for endangering themselves and others all the time, across several major US cities. That's been a thing for many years.
