This was essentially one of Foucault's assertions right? That a people must constantly be in rebellion against the state in order to keep it in check, otherwise it'd inevitably devolve into a dictatorship?

It's at least interesting seeing that supported by study.

Foucault was actually more nuanced - he saw power as distributed throughout society in networks rather than just concentrated in the state, which is why resistance needs to be ongoing and localized rather than just against goverment.
