There really is a wheel, and these people are using it, but it is just a part of the system they use. A wheel is a part: the circular component in the system that allows the cart to roll across the ground. A wheel is an essential part of a cart, but useless by itself; it can only function in the context of a complete cart. A wheel is normally used in combination with the Cart System: the whole system is basically a cart with a wheel added, or a cart and a wheel.
