This is very much illegal depending on where you do it. Suddenly screaming in a large crowd has killed people before. A large group of people is just as likely to start a stampede as a large group of any other kind of animal.

You can scream fire in a theater all you want. You only get in trouble if people get hurt. Thats the whole law—you can scream anything you want as long as people dont get harmed
