Nawww, is someone finding out there's consequences to actions?
People like him don't draw the straight line between his actions and consequences like this. There is always some external faction trying to stop him doing good work. This way he never has to face up to his actions being unpopular. He gets to frame it in his head as if he is a crusader being challenged by evil forces. The day one of these guys says "man people really don't like what I'm doing, maybe I should rethink my policies" is the day hell freezes over.
I like these types of consequences even if they can't see it, limit them to only the worst establishments and maybe their vanity will get the best of them, either way it makes going to those good establishments better.
