England, not Scotland, but we do tip for good service here. 10%-ish for meals with table service only, exceptionally unusual to tip anything else. And the staff will all be paid at least the minimum wage if they're over 21, which is £12.21 ~= $16.55 usd, and are required by law to receive all of their tips.
