Unplug the AP and block power outlets; the problem is gone 99.9%. But I figure they're 'grappling' more with a lack of attention than with students who don't leave.
There is also the opposite kind of cafes who just let you pay monthly for an office-deal.
Pay the fee, sit in the cafe for as long as you want, get access to a printer and special fee-user WiFi, three coffees and a sandwich for lunch.
