This always bugged me because it means he can go on land anytime he wants as long as he ties bags of water around his feet. Like a reverse diving suit. Or are we supposed to believe that the loophole only applies to buckets?
It's possible it only applied to tidal zones. Areas that the sea covers regularly. It's fine when covered in sea water would be a reasonable loophole.
