I don't understand; can you not put them in the car and close all of its doors for the approximately ≤30 seconds that you cart-push?
Of course they can. They can also just leave the kid in the cart. Presumably the child was sitting there throughout the shopping experience. No reason they can't remain seated until they need to leave. Or the little shit can just walk with them to the cart return. But if they did any of that it wouldn't allow them to create this hypothetical problem that allows them to be a shitty person.
No, of course you can't. If it's right next to the car or one space away, sure, but you can't lock your kids in the car and walk away, dude.
