That's not what the comic says, it implies that reprimanding someone for a thing they believe a little bit (as indicated by the small fraction of the pie chart) will make the formerly little thing they believe take more space in their believe system. I think that is often true, as calling out the little thing will make them think about it more and make it a bigger part of how they identify and dissociate from others. They will also dislike being reprimanded and will dislike the person doing it and everything they say from then on.
It's often smarter to focus on how you agree on most things and to reflect about how that small thing is a part of the other person's edifice of ideas but not yours and how that might have happened.
No it is exactly what the comic is saying.
Racist believe in being superior because of external characteristics. So if they believe in it even a little bit, reprimanding them would make them a bigger racist.
The comic is dumb. It feels like a fascist dogwhistle saying that fascism is also a valid viewpoint.
