I work with big corporate in both europe and us and it has always been true in some form or another as certification is very serious at enterprise level. There's a huge boom for European software right now! Though, EU is completely fumbling the opportunity due to really poor support for small companies. Big corporations can afford to migrate and recertify etc but if you're a small european company you're totally fucked like always. European software is mostly captured by the big moat and this will not help.
