we sometimes worry about US civil war as an insurrection instead of as an ethnic cleansing operation or an oppression operation as political distraction from oligarchist corporatism.

It's a bit different. Gulf of Mexico does not have any letterhead.

But, DoD has propaganda value in pretending its not the department of Offense. Trump is explicitly saying here that he's declaring war on Chicago. Instead of pretending to Defend Chicago "for their own good".
