I'm not quite sure what you're referring to by cowboy characters. There's one Constellation member who wears a cowboy hat, if that's what you mean.
I'm not too far into the main story. But you can play Starfield, and any Bethesda game for that matter, by completely avoiding the main story if you want, so I'm going to say yes.
I would like to complete the main story, that's why I'm asking.
There's a brief questline where you go space cowboying, yes
