A consultant has to understand the technical answer and the answer the leader wants to hear then they print and present whatever the leader wants to hear and the leader has 3rd party sign off for being an asshole to humans to get tons of cash in their (friends/family pockets). The art of bragging is necessary because it is not the technical correct that generally wins.
