Because they care much more about not upsetting the Republicans even a little than they do about actually serving their people. The only thing on their mind during this vote was about how many angry republicans in their area they'd have if they didn't go along with it. They don't want to go the way of Melissa Hortman.
I understand that this is a tumultuous time, and that being a major figurehead and pushing against the descent into fascism may put you on some crazed gunman's hit list, but that's what's needed and expected of a good leader in times like these. If you can't handle it, leave and make way for someone more willing to take the risk.
