When talking about one of the easier entries in a series, yes.

7 was more punishing as far as items go. 64 was more difficult mechanically. SNES and Super Circuit cheated way more.

The only installment easier than 8 was Double Dash.

DD's driving is much more technical than MK8, but it is balanced by items not slowing you down as much. In MK8, driving is not as deep, but items slow you down too much and it becomes unbalanced. You can be 1st all race yet still finish 6th because of a single red shell in the last turn. The same situation in DD would make you end up in 3rd at worse.
