Mitchell Plitnick argues that if Israel annexed the large West Bank towns, they'd have to allow some 3 million Palestinians to vote. Really not gonna happen.
"So essentially you would have a Swiss cheese map of the West Bank where there would be some larger holes, a bunch of smaller holes that are not considered by Israel as its sovereign territory"
Annexation is happening but it's slow and complex.
