Theres an entire section of youtube devoted to fucking with people who steal packages. How have you not seen it yet for decades now.

Hasn't happened to me yet so I have no idea.

They don't even ring the door bell most of the time, they just let their Amazon email notification tell you it's delivered which I don't even notice for awhile.

The shipper will have proof they delivered it - they take pictures these days. Beyond that it is the home owner, and the police.

Though if you report a missing package once, or twice, a year. The retailer will often just send your order again for customer support.

Damn, that sucks, I wouldn't be able to buy anything online, at least not anything expensive, the risk is too great.
