As an underwater basket weaver from Northsouthern Scandinavia this guy seems like a dick but I have no expertise on the subject.

"underwater basketweaving" is a phrase you hear a LOT from military and prior military in my experience. I've only ever heard it from military family

Edit: they normally add "with an emphasis in wicker"
