Cheap meat needs to not be a choice, period. It's a purely modern aberration.
Meat only for the rich.
That's already the case today. It's just that generally-speaking, Europeans fall into the rich category.

Rich and poor are relative categories, so get out of here with your generalizations. Also doesn't change that regulations through cost only really affects poorer people.
