Europe (initially, due the Holocaust displacing them) and increasingly US/CA/AU (due to Birthright citizenship). When Ethiopian Jews went to Israel, they were sterilized, and only some of the Palestinian Jews wound up in the new settler colony despite their supposedly being the basis for the founding of the country in that location.
The problem isn't that Zionists "milk" the Holocaust, the problem is that they use it to obfuscate from their ongoing theofascist project.
I dont mind them milking the holocaust. What i disagree with is that they are milking middle easterners when they should be milking germany, maybe poland.
