Linux is a family of open source Unix-like operating systems based on the Linux kernel, an operating system kernel first released on September 17, 1991 by Linus Torvalds. Linux is typically packaged in a Linux distribution (or distro for short).
Distributions include the Linux kernel and supporting system software and libraries, many of which are provided by the GNU Project. Many Linux distributions use the word "Linux" in their name, but the Free Software Foundation uses the name GNU/Linux to emphasize the importance of GNU software, causing some controversy.

Well for Bluetooth to start you have to run
systemctl start bluetooth
and thensystemctl enable bluetooth
to start the Bluetooth service at every boot. For some reason the systemd Bluetooth service is not enabled by default in debian.I unfortunately have no idea of how to resolve your USB issue.
Also coming from one noob to another - don't reinstall or restart to fix issues. Always make a good faith effort to search online for ways to fix your issues. Not only will this approach be more effective in solving the issue, you will also end up learning some new things.
