Cold War Cia guys had some unhinged ideas like attempting to assassinate Castro with explosive cigars or whatever but they never just wrote up a bio in their local newspaper and posted bulletins about their job in the local coffee shop
Because it doesn't matter to their public, they are onboard with whatever the empire wants to do. The intelligence agencies are just going through the motions when they don't really need to. Its public loves war. The other side already knows as well. The guy is being paid for literally doing nothing.
